Cardio, man. You can't reduce the fat in a certain location by just working out that area. That's called spot reduction, and its a myth. Now, if you want to build your chest muscles, then you should do push ups and other stuff to build your pecs up.
But, to make your chest smaller, you need to do something that burns fat. And that's what cardio is best for. Jogging, walking, biking, jumping rope, and other exercises like that. You should also change your diet - cut out soda and junk food, eat healthier stuff, et cetera.
So yeah, fix your diet, do cardio, and otherwise try to lose weight. As you burn calories and lose weight, it should reduce the size of your breasts. Be patient, though. Results may take weeks or months. But if you keep it up and stay resolute, you should be able to get the results you want eventually.

1, Yes, generally, when cold, the teenage breasts react the same to cold temperatures as an adults. Due to the fact that the teenage breasts are sensitive, they may react to the least cold quicker than an adult, but generally the same thing occurs.
2. When the nipples erect, they get hard because the tissues inside of them are engorged, thus making them feel hard, similar to the erection of a male's penis.
2b. Generally, the breasts won't change, but get a little firmer at best. It's just the nipples that get sensitive and erect, but the other parts can change also.

I am fourteen and my breasts have not grown yet. How can I tell when they are growing and how can I tell the difference between a cancerous lump and a normal growth?

The only way to tell if your breasts are growing is by looking at them. If they are bigger, they are growing.
A cancerous lump will be hard, like a rock embedded in your flesh. It will not in any way resemble a breast. By 'a normal growth,' I assume you mean a cyst. A cyst will also feel like a hard bump or lump in the flesh, and you should have cysts inspected by your doctor too. Sometimes a cyst will penetrate the muscle tissue and need to be removed, so it's best to have your doctor examine them. It's good to examine your breasts once a month during about the same time in your cycle (for instance, a week after your period ends). That way you can get used to the feel of the normal tissues in your breasts, and will notice when something is abnormal.
Remember that not every woman grows breasts. There is a wide range of normal breast sizes and shapes. Below is a link to a website that shows what normal, healthy breasts look like.

| No, that has nothing to do with it. It's all genetics and some guys develop at a different rate. I really wasn't finished even growing until I was 21. I wasn't fully developed in anyway until then. I would guess by taking a look at your mother at your age, she probably was the same as you. It's nothing to worry about and with friends like that picking on you - who needs enemies! |

Everybody is different so we don't know.
What we do know is that they don't really stop untill you are producing milk. Then it can be said they have arrived. Its all due to hormone production and it can vary thru life according to your metabolism. Usually they grow most during puberty but can grow other times and especially in prep to feed a baby. Most women get a 2 cup size increase before birth. Interestingly, the breast growth and milk production system is separate from the birth system. that means any woman can make milk without having a baby. |
